About
Open Congress is built as a public data pipeline for legislative information. It collects official public records from the Peruvian Congress, processes them, and organizes them into a structured, clean relational database.
The platform began as part of the University of Chicago's Master of Computational Analysis and Public Policy program and is developed by a six-student team from the program.
It is mainly written in Python and uses SQLAlchemy, SQLite, OCR/document parsing, and automated tests to track bills, votes, congressmembers, political groups, and text changes across the legislative process.
